CNC Project Management Strategic Communications Manager Scott Pearce has received the Australian Pipeline Industry Association’s Young Achievement Award.

The awards were presented at the annual APIA Convention and Exhibition in October.

APIA President Kevin Lester said that Scott had been an outstanding and energetic supporter of APIA activities over recent years and is one of the people who represent the next generation of our industry.

“Scott’s involvement with the Australian pipeline industry commenced in 2003, when he started work at Pipeline Publications Australia,” Mr Lester said. “During his time at the company, which later became Great Southern Press, he had a large focus on the pipeline industry with The Australian Pipeliner, Pipeline Plant and Offshore and Pipelines International.

“His passion for the industry meant that he went to great lengths to provide a magazine that was relevant to the whole industry and showcased the linkages within industry.

“Since joining CNC he has become an integral part of the team and has helped reshape a number of business processes and enhanced that company’s communication strategy for clients and itself. He has recently joined the Pipeline Corridor Committee and regularly helps other staff in the preparation of articles and whitepapers to communicate important issues to the industry,” said Mr Lester.

Mr Lester said Mr Pearce has been focused on mentoring younger people within the companies he has worked for.

CNC Project Management has welcomed three key staff members as shareholders as well as opening two new offices during the past year.

Since CNC Project Management was established over five years ago, it has built a talented and dedicated team. In recognition of their significant contribution to the success of the company, Beau Fraser, Tricia Grant and Ian Spence have become shareholders in CNC Project Management.

Their involvement as shareholders provides them an additional long-term focus which will help CNC Project Management deliver better results for its clients.

Founder and Managing Director of CNC Project Management Dave Maloney said that he was thrilled that the three had joined him as shareholders.

“Beau, Tricia and Ian are a vital part of CNC Project Management and it’s wonderful to have them take the next step with the company. It also reinforces that the company is never reliant on any single person.”

CNC Project Management has also expanded its presence around Australia with two new offices and the relocation of another during the past twelve months.

In September 2011, a Perth office was opened with Ian Spence and Matt McDermott relocating to Perth as the foundation members of the office. The opening of the office is a major milestone that will allow CNC Project Management to better support projects and clients in the west.

Earlier in the year CNC opened a Brisbane office which is home to its newly formed GIS team. This second Queensland office complements the Sunshine Coast headquarters of CNC. Additionally, the Melbourne office was recently relocated with an expanded presence.

“The new offices in Perth and Brisbane along with the relocation of Melbourne mean that clients now have better access to the CNC team than ever before,” Dave said.

CNC Project Management has increased its range of services throughout the year. In-house GIS mapping services mean that clients can benefit from better and faster desktop route and site assessment along with the additional support the GIS team provides to help deliver CNC’s other services.

Other services that CNC have introduced include the design and oversight of rehabilitation programs, as well as media management and communications strategies. The new services complement CNC’s established project facilitation services.

“The addition of new services and enhancement of current services mean we are able to make our client’s life easier – which is always our goal. They have already helped on projects we are involved in such as Eastern Star Gas’s pipeline projects, the Solar Dawn project and the Victorian Desalination Pipeline and Powerline,” Dave said.

“Our aim is always to maintain the highest standards in the services we provide. We never rush in adding new services, but when the right people come along we always seek to bring them on to complement the rest of the team.

“The areas we work in are very complex and even for experienced owners can sometimes be difficult to navigate. We take pride in helping find solutions that work.”

October will also see CNC return as a Host Sponsor of the APIA Annual Convention including hosting of the Happy Hour on Monday and Tuesday evenings.

The last year and a half have seen CNC Project Management start from scratch and develop into a successful multi-disciplined project facilitation firm with some good runs on the board.

CNC Managing Director Dave Maloney says, “CNC Projects is not just about land-owner negotiations as a lot of people may think. The concept behind it is to be able to take on a lot of the front end planning and project facilitation that engineers and project managers would prefer not to know about, such as permitting, community and government liaison, indigenous issues and, yes, definitely lots of landholder negotiations. It has been an exiting 18 months and I am particularly happy with the diversity of projects and the varying levels of involvement that we have been able to take on with projects such as gas pipelines, water pipelines, powerlines, powerstations, a proposed gas plant and even some offshore work.”

Mr Maloney was awarded an APIA Young Achievement Award at last year’s APIA Convention and is currently chairing a working group to review and update the APIA/VFF guidelines for landowners and industry.

Projects recently undertaken by CNC Project Management include:

Wimmera Mallee Pipeline Project – GWM Water CNC has undertaken all Native Title negotiations and agreements, all archaeology and site clearance work (approx. 9,000 km of pipeline alignment), management of construction monitoring arrangements and facilitation of aboriginal employment.

West Seahorse Project – 3D Oil This project has required the identification of preferred options and locations for pipelines, gas and oil processing facilities and associated ancillary infrastructure, planning of regulatory compliance and permitting paths.

Basker-Manta-Gummy Gas Pipeline Project – Anzon Australia Limited CNC has been responsible for community and key stakeholder consultation and negotiations, landholder easement and site purchase negotiations, Native Title and Cultural Heritage.

Uranquinty Powerstation – ERM Power Limited CNC has managed all landholder issues associated with the re-construction of approximately 20 km of duel 132 kV powerlines.

Wellington Powerstation – ERM Power Limited Preliminary alignment selection and landholder negotiations for a 100 km gas pipeline.

Bega Powerstation – ERM Power Limited CNC carried out preliminary alignment selection and landholder liaison for potential gas pipeline.

Cobar Powerstation – ERM Power Limited Preliminary alignment selection and landholder negotiations for a 90 km gas pipeline for 130 km of 132 kV powerline.

CNC Project Management has been engaged to manage Native Title and Cultural Heritage issues associated with the Wimmera Mallee Pipeline Project (WMPP).

Editor of The Australian Pipeliner, Scott Pearce, recently took a trip to Horsham to be part of a kick-off barbeque and induction meeting for traditional owners and cultural heritage representatives who were going to be involved in pre construction archaeological surveys on the WMPP. Dave Maloney, Director of CNC Project Management, told Scott about the project.

“This first stage of the WMPP has required us to negotiate terms for carrying out pre-construction site clearance works in a fairly short space of time with various Native Title and Cultural Heritage groups for the district, while balancing the different groups’ requirements for cultural heritage management. We are now finalising the terms for ongoing agreements that cover protocols for management of cultural heritage during construction of the project,” Mr Maloney said.

“The idea of having a barbeque as part of our induction for the project is to ensure that we send out the message about OH&S, as well as to provide general information about the logistics of the project and make sure everyone is comfortable with being involved. We have been very happy with the way the first stage has progressed to date, and feel that this will be good for the future stages of the project, as many of the same groups and people will be involved later on as well.

“The whole project will see us negotiating agreements with four Native Title groups and four Cultural Heritage groups. Interestingly, this includes the Barengi Gadjin Land Council, who is the first group in Victoria to receive a positive Native Title Determination. We are providing the project with two archaeologists to carry out the cultural heritage assessments to ensure all pre-construction clearances will be complete prior to the construction contract being let for the first stage. Our philosophy is to carry out a complete assessment on the ground prior to construction, thereby minimising monitoring during construction, which can slow progress and be costly.

“Managing the Cultural Heritage for the project is important as the area around the Grampians and the Wimmera River is rich in cultural material. The register search for the area of stage one of the project has found over 1,000 registered sites, so we need to ensure that the way we manage and document all of this information is systematic and workable for the construction crews.

“GWMWater appreciates the way we’ve managed to get the project up and running, and has given instructions to commence the negotiations and cultural heritage assessments of the next stage of the project. This is good for us, as it means we have continuity of work on a very interesting project,” Mr Maloney said.

At the time of going to print, CNC Project Management had completed cultural heritage assessment of over 950 km of the alignment for stage one of the WMPP.
